Consultation on EU guidelines on medicines distribution

The European Commission has issued a consultation on guidelines on medicines distribution. These aim to take account of the amendments in Directive 2011/62/EU to substantive Directive 2001/83/EC, including arrangements to prevent the entry into the legal supply chain of “fasified medicinal products”. Consultation closes on 31st December 2011 with a view to implementation 6 months after publication of final guidelines

Consultation on strengthened CQC powers

The DH has issued a consultation on changes to the regulations underpinning the activity of the Care Quality Commission. These are said to be: “streamlining and reducing burden of regulation, addressing some practical isssues in the operation of the CQC registration system, correcting drafting oversights and balancing the burden of registration with the risks to those receiving care”. Vision for NHS Commissioning Board

A vision for the role, orgnisation, structure and operating process for the proposed NHS Commissioning Board has been published by the DH. Subject to the passage of the amended Health and Social Care Bill (see June postings), the NHS CB should be established from October 2012 and fully operational by April 2013.

Role of NPSA expanded

Despite the fact that the future of NPSA is uncertain under the Arm’s Length Bodies review, its role is expanded by amending Directions which require it to provide more advice and guidance on patient safety and to clinical assessments and research associated with patient safety. “3 year rule” for EU pharmacists to go

The report following consultation on the “3 year rule” concludes that the restriction should be lifted. For EU pharmacists on part 1 of the GPhC register this will be done by a section 73 Order under the Medicines Act. The report says that a suitable legal instrument will have to be identified to extend the measure to “visiting pharmacists” who may be on part 4 of the GPhC register.

Views sought by GPhC on pharmacy premises

The GPhC has started informal discussion on its future policy and standards for pharmacy premises. Formal consultation is expected later in 2011 but responses should be made now to their information document. Comments are invited on the registration criteria that may be appropriate for different kinds of pharmacy, on standards for superintendents and owners, inspections and areas where detailed standards (formerly issued by RPSGB) are not planned.

Directive on “Fake Medicines” Approved

The European Parliament has approved a proposed directive amending Directive 2001/83/EC aiming to prevent entry into the legal supply chain of medicinal products which are falsified in relation to their identity, history or source. GPhC Consults on Next year’s Fees
