CHRE consultation: Standards for NHS governance

The CHRE (Council for Regulatory Healthcare Excellence) is consulting on draft standards for members of NHS Boards and governing bodies in England. This is a further part of the Government’s NHS reforms to establish greater accountability and standards of behaviour and competence in those who manage the NHS in England. CHRE consultation on efficient regulation

The Council for Healthcare Regulatory Excellence (CHRE) has issued a “call for ideas” on cost effectiveness and efficiency in health professional regulation. This is prompted by the Government white paper of February 2011 “Enabling Excellence: autonomy and accountability for health care workers, etc…”. Consultation closes on 19th January 2012.

Implementing Pharmacovigilance Directive

The MHRA has published a consultation (MLX 374) on draft regulations to implement Directive 2010/84/EU on pharmacovigilance. These regulations will form part 11 of the current draft consolidated medicines regulations (MLX 375 below) to be enacted under the European Communities Act 1972. Consultation closes 28th February 2012

Consultation on second PNA regulations

The DH has issued a consultation on a further set of regulations to implement the Health Act 2009 provisions regarding Pharmaceutical Needs Assessments (PNAs). These include removal of three (not “distance selling”) of the current exemptions to control of entry, notably the “100 hour exemption”. The consultation also covers powers to take remedial action over breach of terms of service and poor performance. Consultation closes 25th January 2012.

Consultation on GPhC Guidance

Consultation on NHS Duty of Candour

The DH has announced a consultation on a “duty of candour” (a duty to be open with patients when things go wrong with their healthcare) on NHS providers. The document covers providers in the managed service; further consultation may follow on amending standard contracts for family health care providers. Consultation closes 2nd January 2012

Consultation on extended independent prescribing

The DH has published consultations on extending independent prescribing to physiotherapists and podiatrists. A number of options are proposed, including extending authority to mix licensed medicines prior to administartion and prescribing independently from a limited list of controlled drugs. Both consultations close on 8th December 2011.

Consultation on RPS regulations to admit scientists

The RPS has published a consultation amending their regulations to admit pharmaceutical scientists. Essentially the changes are to admit “applicants holding, at least, a bachelor degree (or its equivalent), in a subject relevant to the pharmaceutical sciences, and working in the basic or applied sciences, or the social sciences, impinging on the discovery, development, delivery, quality, safety, efficacy, regulation or usage of medicines and their educational development in all its many aspects” and allow them to use the letters SRPharmS. Consultation closes 4th October 2011

Consultation on changes to MDA regs

The Home Office has published a consultation on proposals to amend the 2001 regulations made under the Misuse of Drugs Act. The document also covers proposals
not to implement (at least yet) two outstanding Shipman Inquiry recommendations: standardised requisition forms for all health professionals and a mandatory requirement to keep a running balance in the CD register. Consultation closes 28th October 2011
