The MHRA has published a “working draft” of the progress made so far on consolidating reviewing the Medicines Act 1968 and its subordinate legislation. This is an “informal” consultation and views are invited by end September 2010. A formal consultation will follow in spring 2011.

Consultation on extension for Student Midwives

A consultation (MLX 371) has been issued to amend medicines legislation to allow student midwives access to the parenteral medicines which can be administered by registered midwives. Consultation closes on 19th November 2010.

Consultation on Support for EEA Prescriptions

Consultation on FtP Adjudication

The DH has issued a consultation on “whether delivery of adjudication (for Fitness to Practise of health professionals) can be delivered more proportionately through other means (than through the Office of the Health Professions Adjudicator)”. Cases concerning FtP of pharmacists were likely to be brought under the OHPA within the next few years. This policy is being reviewed. Consultation closes on 11th October 2010.

Consultation on Commissioning for Patients

Consultation, “Commissioning for patients” builds on the Government’s White Paper about putting local consortia of GP practices in charge of commissioning services to best meet the needs of local people, supported by an independent NHS Commissioning Board. This consultation is about how the DH should implement these proposals and closes on 11th October 2010.

Consultation on Health Democratic Legitimacy

This consultation, “Local democratic legitimacy in health”, builds on the proposals in the White Paper to increase local democratic legitimacy in health. Proposals include local authorities: i) being given a stronger role in supporting patient choice and ensuring effective local voice ii) taking on local public health improvement functions, and iii) promoting more effective NHS, social care and public health commissioning arrangements. Consultation closes on 11th October 2010.

NHS Outcomes Framework Consultation

As part of a suite of consultations on the latest NHS White Paper, “Liberating the NHS”, the first, “Transparency in outcomes – a framework for the NHS” has been launched on how best to establish accountability within the NHS in England. This discusses how the Secretary of State for Health will hold the NHS Commissioning Board to account for delivering better health outcomes. Consultation closes on 11th October 2010.

White Paper: Equity and Excellence

The coalition government’s White Paper for health in England: “Equity and Excellence – Liberating the NHS” was published on 12th July. Some proposed changes include the abolition of PCTs and StHAs from April 2013 and a transition to commissioning of all health services by general practice groups which will be subject to a new NHS Outcomes Framework; the establishment of an NHS Commissioning Board (which will award the family practitioners contracts including community pharmacy) and of Health Watch (patient and public involvement bodies) within the Care Quality Commission; public health responsibilities will pass to the relevant Local Authority and much more!

Response to GPhC Standards Consultation

The GPhC has published a report of collated responses to its May consultation on standards for conduct, ethics and performance, CPD, Superintendents, owners and pharmacy professionals in authority and initial education and training of pharmacy technicians. The actual responses do not seem to be available.
