“More Flexible” Membership of ACMD

The Police Reform and Social Responsibility Bill includes measures (in part 4) to remove the statutory requirement on the Secretary of State to appoint members of the Advisory Committee on Misuse of Drugs with experience in specified activities.The ACMD must currently include at least one person with wide and recent experience in each of six specified activities – medicine, dentistry, veterinary medicine, pharmacy, the pharmaceutical industry and chemistry – and persons with wide and recent experience of social problems connected with the misuse of drugs. Written evidence is now being invited. The Bill also proposes a new power for the Secretary of State to temporarily control a substance as a CD for up to one year by statutory instrument.

Legal Framework for Liberated NHS Published

A white paper (Cm7993) setting out the legal framework and next steps to implement the Liberating the NHS programme has been published. It is designed to be read in conjunction with the 2011/12 NHS operating framework and PCT funding allocations. Underpinning law will be set out in a new Health and Social Care Bill to be introduced early in 2011.

OHPA to go

The DH has published its response following consultation on fitness to practise adjudication for health professionals. It will continue with its preferred option of abolishing the Office of the Health Professions Adjudicator and continue modernising the disciplinary processes of the GMC and other health regulators.

Public Health White Paper Published

A White Paper “Healthy Lives, Healthy People: Our strategy for public health in England” sets out the Government’s long-term plans to give local public health leadership and responsibility to local government. A new dedicated service – Public Health England – will be established under the provisions of the latest Health and Social Care Bill, expected to be enacted in April 2012. Consultation closes 8th March 2011.

MHRA Informal Consultation on Regulatory Burden


Wednesday, November 24th, 2010

A further informal consultation, as part of the review and consolidation of medicines regulations, has been issued by the MHRA. This includes opportunities to respond on reducing regulatory burdens, on the pharmacy exemption for wholesaling and revisions of sections 64, 85 and 86 in relation to dispensing errors. Consultation closes on 22nd December 2010.

Consultation on Medicines from Podiatrists

The MHRA is consulting (MLX 372) on proposals for amendments to the range of medicines that can be supplied by podiatrists and to revoke the exemption from licensing for unlicensed herbal remedies. Consultation closes on 17th January 2011

GPhC Consults: Pharmacist Education and CPD

The General Pharmaceutical Council has issued consultations on the following:
1. Standards for the initial education of pharmacists (for students studying in Great Britain)
2. Standards for education and training requirements for non-EEA pharmacists wanting to register in Great Britain
3. A new accreditaion methodology for courses leading to registration and annotation as a pharmacist in Great Britain
4. Draft Continuing Professional Development framework and Rules

New Legislation Website

The Office of Public Sector Information (OPSI) website now takes you to a new website for all UK legislation. It can be searched on specific year, SI number or legislation titles as well as the more familiar type of law and year groupings and provides an update on new legislation each day.
